North Korea threatens to resume nuke, long-range missile tests

SEOUL, South Korea (AP) - North Korea threatened again Thursday to resume nuclear and long-range missile tests, accusing the USA of having instigated some members of the U.N. Security Council to condemn its recent weapons tests.

In a statement carried by the Korean Central News Agency (KCNA), a foreign ministry spokesperson also accused the European countries of conducting a "stern provocation" against the DPRK by only condemning North Korea despite the U.S.'s recent test of a Minuteman III intercontinental ballistic missile (ICBM).

On Tuesday, the U.N. council discussed the North's latest underwater-launched missile test and its European members urged Pyongyang to abandon all weapons of mass destruction and engage in "meaningful negotiations" with the U.S. The council meeting was called by France, Germany and the United Kingdom.

But North Korea's foreign ministry spokesman, in a statement reported by its state KCNA news agency, raised questions about that restraint.

"Our patience is running out, and it is not guaranteed that what we have been restraining from will last indefinitely", the statement said. -North Korea diplomacy, following Saturday's failed working-level talks in Stockholm, Sweden.

Pyongyang also criticized a UN Security Council call for it to cease its weapons programs and denounced a United States missile test, Reuters said.

The U.S. State Department said at the weekend that it had accepted Sweden's invitation to return for more discussions with North Korea in two weeks. A U.S. Air Force Global Strike Command statement said that such tests demonstrate the capability of the intercontinental ballistic missile system and are not a response to world events or regional tensions.

North Korea a year ago suspended nuclear and long-range missile tests, partially dismantled its long-range rocket test site and dismantled its only known underground nuclear testing site. The announcement came amid renewed diplomacy with the US and South Korea.

North Korea has not made clear whether it will attend and has reiterated a year-end deadline that Kim Jong Un set in April for the United States to show more flexibility in talks.

However, North Korean officials have since threatened to resume the tests several times, amid the breakdown in talks.

Those negotiations - which many observers expected would see the two sides begin to make progress towards a nuclear deal - instead ended in acrimony, with the DPRK side accusing the US of coming to the talks "empty-handed".

The US test was "clearly carried out in order to pressure us", the North Korean spokesman said.

The game would be the first competitive meeting between the national men's teams in the North Korean capital, although the North hosted the South for a friendly there in 1990.
