Boris Johnson to suspend Parliament as Brexit plans hit snag

Drama and protests as UK's Johnson handed defeats ahead of Parliament break

Britain is facing weeks of growing uncertainty after Prime Minister Boris Johnson lost his second bid to trigger an early election, forcing him either to negotiate a deal with the European Union or to confront the prospect of breaking the law in order to fulfill his pledge of leaving the EU on October 31.

Britain's Prime Minister Boris Johnson speaks after Britain's parliament voted on whether to hold an early general election, in Parliament in London, Britain, September 10, 2019, in this still image taken from Parliament TV footage.

In a session that ran past midnight, Parliament enacted a law to block a no-deal Brexit next month, ordered the government to release private communications about its Brexit plans and rejected Johnson's call for a snap election to break the political deadlock.

Legislators also demanded the government release, by Wednesday, emails and text messages among aides and officials relating to suspending Parliament and planning for Brexit amid allegations that the suspension is being used to circumvent democracy.

Nigel Evans, a Conservative backbencher and supporter of Johnson, said the prime minister was more likely to call for a vote of no confidence in his own government or try to force an election via another means than go to Brussels to ask for an article 50 extension.

On Monday, the House of Commons Speaker John Bercow, who played a key role in the three-year Brexit crisis, said he would stand down from the role, issuing a warning to the Government not to "degrade" Parliament.

"I say with all sincerity to the leader of the opposition, that if he sits in this side as Prime Minister, he will regret that constitutional outrage".

The Irish government has said in recent days that it has always been open to a Northern Ireland specific solution to the border.

The measure became law Monday with the assent of Queen Elizabeth II - an expected formality - but Johnson and his lieutenants are considering a variety of ways to get around the restriction.

However, the Financial Times takes a more nuanced view, saying that the Speaker has stood up for the House of Commons and given it teeth during hard times.

"This government will press on with negotiating a deal, while preparing to leave without one", a frustrated Johnson said after the vote.

But the PM has said he would "rather be dead in a ditch" than ask for a delay.

"They want to delay Brexit yet again, without further reference to those who voted for it ... and so now the house will move to adjourn and resume the state opening and the Queen's speech on October 14, and I hope the opposition will use that time to reflect". Ministers have also hinted at a potential legal challenge against the law.

Opposition to the backstop was a key reason Britain's Parliament rejected May's Brexit deal with the European Union three times earlier this year.

Cummings believes such an action will only strengthen the Tories' position and even hand Tories an election victory because, in his words, "Most MPs do not understand how much the country hates Parliament and wants someone to sort out this mess".

The speech came after Labour led the way to inflict yet another defeat on the Prime Minister by blocking his second call for a general election in the Commons.

RESIGN Johnson could choose to resign rather than send the letter requesting an extension.

Mr Varadkar said a no-deal departure would cause severe economic problems for Ireland.

He accused the opposition of running from their duties to the electorate to have a vote. "We are open to alternatives, but they must realistic ones, legally binding and workable and we haven't received such proposals to date".

For his part, Ian Blackford, leader of the opposition Scottish National Party in the House of Parliament, said that his party wants an election so Scotland will not be ignored.

Bercow, known for his trademark roar of "Orderrrr!" announced Monday that he would step down at the close of business on October 31 after a decade in the speaker's post - a date deliberately chosen so that he would still be presiding as the deadline passed.

Opposition to the backstop was a key reason Britain's Parliament rejected May's Brexit deal with the European Union three times earlier this year.

Plaid has attempted impeachment against a prime minister before - Tony Blair over the Iraq War - it was a long shot then and remains so now.
