Separately, Hong Kong police have also unveiled a water cannon vehicle as a new tool to combat the protests. But proposed amendments to the bill would also allow Hong Kong to send people to both Taiwan and the mainland to face charges.

Hong Kong airport officials will restart flights at 6 a.m. Tuesday after operations were shut down Monday when thousands of pro-democracy demonstrators occupied the main terminal.
