USA exempts some medical, electronic devices from China tariffs

The United States and Chinese trade representatives held a "constructive" telephonic conversation on Tuesday, Larry Kudlow, the White House economic adviser said it marked the latest round of dialogues between two sides since the world's two largest economies are struggling a year-long trade war, exhausted of what they reached an agreement to a tariff truce.

In actuality, sources familiar with the trade talks had been quoted saying that the latest summit did little to clear the obstacles to crackdown a trade impasse, that had broken down the trade talks in early May.

Beijing's envoy, Vice Premier Liu He, talked Tuesday with Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin, the Commerce Ministry said.

The United States had imposed tough sanctions on the company, which American officials say Beijing exploits for espionage.

The heads of the negotiating teams of China and the USA have spoken on how to implement the consensus reached by the Presidents of the two countries, the Chinese Commerce Ministry said on Wednesday.

"President Xi is expected, we hope in return for our accommodations, to move immediately, quickly, while the talks are going on, on the agriculture" purchases, Kudlow said.

"Both sides will continue these talks as appropriate".

The talks that seemed to be nearing conclusion stalled in May after Mr Trump accused the Chinese side of reneging on commitments.

Kudlow noted that Trump has agreed to hold off on imposing new tariffs and will allow certain U.S. products to be sold to Chinese telecom giant Huawei.

But differences remain between the world's two largest economies.

Early last month, President Donald Trump proposed a tariff hike on China worth about $300 billion, following a previous increase in May that raised existing tariffs by 15%.

However, Mr Trump stipulated that officials would take care to avoid creating new risks to U.S. national security.

However, Kudlow emphasized that the USA government will not buy Huawei parts, components or systems.

The relatively narrow exemption list will provide relief from 25 percent tariffs the United States slapped on $34 billion of Chinese imports on July 6, 2018, one of the first salvos in a bilateral trade battle that has roiled global supply chains and cost billions.

One way for China to avoid the appearance of giving in to U.S. demands is to take some legal steps on key issues before the deal is agreed.
