Democrats had a choice: Should they push for unlimited testimony with the risk that Mueller would continue to refuse to appear and potentially defy a subpoena?

Junior lawmakers on the House Judiciary Committee could get shut out of next week's highly anticipated hearing with special counsel Robert Mueller - and they're not happy about it.

"Mueller, more than any human in Washington D.C., means what he says and says what he means", Rep. Jim Himes, Connecticut Democrat and a member of the House intelligence committee, told The Washington Times.

Details of the format for Mueller's committee appearance were still being negotiated with the committee on Thursday, according to a person familiar with the talks. Nadler tried to avoid engaging with the Republican lawmakers, but did say he would "entertain any reasonable discussions".

"I have been very lenient in permitting people to discuss the procedures at the Mueller hearing at length, which is beyond the scope of this markup. But I'm not going to comment on it further", Nadler said.

The subpoena list also includes Trump's son-in-law and senior adviser Jared Kushner, in addition to some of Mueller's key witnesses: former Attorney General Jeff Sessions, former Deputy Attorney General Rod Rosenstein, former national security adviser Michael Flynn, former White House Chief of Staff John Kelly and former White House Staff Secretary Rob Porter.

To that end, the committee voted to authorize subpoenas of Keith Davidson, a former attorney for adult-film star Stormy Daniels, National Enquirer editor Dylan Howard and American Media Inc. chief executive David Pecker.

A little more than four months ago, Nadler's committee cast a wide net for documents from an array of 80 individuals and entities, seeking information on a range of inquiries into Trump's administration, campaign, business and personal finances.

About a quarter of the 235 Democrats in the House have called for Trump's impeachment, but House Speaker Nancy Pelosi has blocked the start of impeachment hearings while supporting on-going investigations. "The Committee will also move forward with our efforts to request information from critical witnesses as part of our ongoing investigation into obstruction, corruption and abuse of power by the President and his associates".

Largely, Republicans argue the case is closed and that Mueller's report and U.S. Attorney General Bill Barr cleared the President of any wrongdoing.

"I hope the special counsel's testimony marks an end to the political gamesmanship that Judiciary Democrats have pursued at great cost to taxpayers", Rep. Doug Collins of Georgia, the top Republican on the Judiciary Committee, said in a statement following the news that Mueller would appear before Congress.

Republicans criticized the Democrats' for the latest subpoena authorizations, accusing them of trying to generate headlines.

"Today is the chairman's chance to show he has what it takes and will not wilt when the spotlight is brightest", Collins said.
