The question of suspending parliament was raised during a televised debate between Johnson and Hunt, the foreign minister, on Tuesday evening. "They can't be concerned for the sovereignty of Parliament except when it is inconvenient to Mr Johnson".

Sir John said "we carried the election until nearly the very last date" and it was an "absurd charge".

Pointing out that "loyalty is a two-way street", Sir John said: "I do not think that is good for the morale of the civil service and I do not think anybody who does that will endear themselves in obtaining the loyalty of the civil service in future".

He warned there could be a "great deal of chaos" if businesses were not ready for a Halloween exit.

The underdog Mr Hunt went on the attack as the two potential leaders clashed over a number of issues - Brexit, the US President and abortion.

"This date of October 31 has a great deal more to do with the election for leader of the Conservative Party than it has with the interests of the country, and that is the wrong way round", Sir John said.

"I'm not going to take anything off the table, any more than I'm going to take no-deal off the table", Johnson said.

Mr Hancock, who opposed prorogation during his own leadership campaign, told Today: "I do not think that it's going to happen, I understand why Boris hasn't ruled it out". It wouldn't work as a mechanism to deliver a No Deal Brexit if MPs hadn't already voted for No Deal.
