Johnson was asked about a Sky News report that said 30 Conservative lawmakers led by finance minister Philip Hammond were plotting to stop a no-deal Brexit in October.

"If his position is that he is going to require every member of the cabinet to sign up to being prepared to leave without a deal on October 31, to be fair to him, I can't support that policy so I would resign in advance".

Hunt said his message to Conservatives was "try before you buy".

He said it was wrong that prisoners were routinely let out after serving just half of the sentence handed down in court.

Conservative lawmaker Sam Gyimah, who ran for the party's leadership but withdrew before voting began, told Sky News that voting against the government was the "nuclear option" and he did not intend to do so.

"This is happening. And I'm talking about serious sexual or violent offenders. They don't think it's right, and I don't think it's right".

Writing on the BrexitCentral website, Johnson took aim at Hunt, who referred to 31 October as a "fake deadline", before later admitting he should have described his rival's commitment to leave on that date as a "fake promise".

"I think if people have been here for a very long time, and they haven't fallen foul of the law and they have played by the rules, all I will say is we should look at it".

Ballot papers have been dispatched to around 166,000 Conservative Party members around the United Kingdom to choose between Foreign Secretary Jeremy Hunt and Former Foreign Secretary Boris Johnson as the new Tory leader, who will take charge at 10 Downing Street.

Mr Hunt acknowledged "Boris has been way out the frontrunner" but he urged members to delay casting their ballots until after next week's TV set pieces - an ITV debate on Tuesday and in-depth BBC interviews on Friday.

The event on Saturday evening is taking place as members begin to receive their ballot papers. According to the BBC, some members have already received two ballot papers.

The party said in a statement that "the ballot holds clear instructions that members voting a few times will be expelled". "And they're going to leave on those terms".
