Security incidents continue to plague the response to the outbreak, with 119 since January alone, Ryan said.

Congo's Health Ministry said on Friday that 14 new Ebola deaths had been recorded, taking the toll to 1,008 deaths from confirmed and probable cases.

The Democratic Republic of the Congo declared a tenth outbreak of Ebola in 40 years last August in North Kivu before the virus spread into the neighbouring Ituri region.

Congo's health ministry says more than 110,000 people have been vaccinated, but some including health workers have refused it. The vaccine is experimental, but is estimated to be 97.5 percent effective.

There was an attempted assault on an Ebola treatment facility in the city of Butembo on Thursday, but nobody was injured and the assailants were captured, the WHO's Ryan said.

"Every time we have managed to regain control over the virus and contain its spread, we have suffered major, major security events", Ryan said.

Adding to the logistical hitches are a string of assaults on teams fighting the disease, and a Cameroonian epidemiologist working with World Health Organization was killed last month.

"We don't necessarily know which way this outbreak is going", he said.

"It (the outbreak) is happening in an area that has witnessed entrenched armed conflict, massive violence and all sorts of distrust between different actors, communities and elites; this is probably the central factor that makes the outbreak so hard to tackle compared to other ones", Vogel told Al Jazeera. According to it, 1008 people died of the virus, and the reported cases of disease were 1529.

This is the second deadliest Ebola outbreak after the first occurred in West Africa in 2014 which killed over 11,000 people by 2016.

"The majority of violence against the medical response is community violence, for instance when Ebola responders go to family homes because they have been alerted someone has died. but when responders arrive some people chase them away", Ilunga said.
