The bill must also pass the Republican-controlled Senate and be approved by President Trump.

Both sides in the debate say they are defending the "free and open" internet. The "Save the Internet Act" would restore the FCC's previous'Open Internet' regulation passed in 2015 under the Obama administration, which set stricter rules for how ISPs could manage traffic.

The White House statement concluded by advising that if H.R. 1644 were presented to the President, his advisors would recommend that he veto it.

Republicans feel Title II's regulatory authority is too burdensome, while Democrats believe that the bill locks in the parts of Title II that are necessary, but makes it hard to use other more problematic aspects of Title II in the future. During the FCC's repeal effort, millions of Americans wrote the agency in staunch support of the government's rules, spurred on by Web activists and the likes of HBO's John Oliver.

The Republican-led FCC repealed numerous net neutrality rules in 2017, setting off a battle in the courts, Congress and a number of state houses over what the rules of the road should be for internet providers.

The Republican-led FCC dismantled the rules in 2017, arguing that the net neutrality regulation was heavy-handed and discouraged investment. Still, the effort to restore net neutrality could give Democrats political points on consumer protections.

Senate Majority Leader Mitch McConnell told reporters on Tuesday that the net neutrality bill Democrats are pushing through the House will be "dead on arrival" in the Senate. A law adopted in California - seen by some advocates as tougher than even the rules implemented federally in 2015 - quickly drew a legal challenge from the Justice Department in a case that's still pending.

The bill mirrors an effort past year to reverse the FCC's December 2017 order approved on a 3-2 vote that repealed Obama-era rules barring providers from blocking or slowing internet content or offering paid "fast lanes".

Colorado is one step away from having its own net neutrality law - one that would prohibit internet service providers from receiving Colorado taxpayer money if they slow access to the internet or unfairly favor certain websites. Instead, it cuts off public money for internet companies that don't engage in net neutrality.
