Regardless of whether terrorist attacks are perpetrated by white or Islamist extremists, their narratives must not be enabled through whataboutery.

Two other people are in custody and being investigated.

Two of the guns were semi-automatic weapons and two were shotguns, she said, before telling media members that the attack would have an impact on gun laws in the country.

One global survey conducted in 2018 placed New Zealand as the world's safest country.

"While work is being done as to the chain of events that led to both the holding of this gun licence, and the possession of these weapons, I can tell you one thing right now - our gun laws will change". None of those arrested had a criminal history or were on watchlists in New Zealand or Australia.

Worldwide media were packed outside the court before the hearing, along with heavily armed police and security staff.

Funerals were planned on Saturday for some of the victims, several who were born overseas. Vehicles are prohibited, but people can walk closer to the mosques where the shooting happened on Friday.

"At this tragic time, my thoughts and prayers are with all New Zealanders", she said in her message.

Leaders around the world expressed sorrow and disgust at the attacks, with some deploring the demonisation of Muslims. He also published a 74-page white nationalist manifesto in which he denounced Muslims and called immigrants "invaders".

Political across Asia and the Middle East voiced concern over the targeting of Muslims.

"I am deeply saddened by the terror attack in New Zealand & stand with our Muslim community to condemn this hate-fuelled violence", Mayor John Tory tweeted.

Prof Robert Patman, an expert in foreign affairs at Otago University, said that while many questions remained, the size of Christchurch's Muslim population, which is larger than Dunedin's, could have made it a target.

"He had a big gun".

In Peel Region, consisting of cities west of Toronto such as Mississauga, Ont., and Brampton, Ont., Chief Chris McCord said specialized equity and community mobilization units would be making the rounds of mosques and other places of worship. "There were three in the hallway, at the door leading into the mosque, and people inside the mosque", he said.

Facebook said it had deleted the gunman's accounts "shortly after the livestream commenced" after being alerted by police. Jordan's Foreign Ministry confirmed that one Jordanian was killed and five wounded in the attack.
