Gavin Newsom said Tuesday he's abandoning a $77 billion plan to build a high-speed rail line between Los Angeles and San Francisco and will focus instead on completing a 119-mile (190-kilometer) segment in the state's agricultural heartland.

But Newsom's speech went beyond immigration and other disagreements with the White House to his own ambitious policy goals for the state.

He said the state would not "walk away from this whole endeavour", because "abandoning high-speed rail entirely means we will have wasted billions of dollars with nothing but broken promises and lawsuits to show for it.' He was also 'not interested" in returning the$3.5bn of federal funding.

"Make no mistake about it: Gov. Gavin Newsom's announcement today is not about killing the wasteful High-Speed Rail Project, it is about keeping it very much alive", Carl DeMaio, chairman of Reform California, said in a press statement Tuesday.

The Democratic governor is likely to ratchet up his rhetoric against President Donald Trump in Tuesday's address, a month into Newsom's governorship.

The speech came a day after Newsom defied Trump by ordering that several hundred National Guard troops withdraw from California's border with Mexico, days after Trump announced that he had ordered 3,750 troops to the country's southern border to prepare for a "tremendous onslaught" of immigrants seeking to enter the country.

Newsom has also sparred with the president on health care and wildfire preparedness.

His address will offer yet another opportunity for Newsom to outline his vision for California, a state dominated by Democrats, and contrast it with stalemates in Washington. He spent his first month in office traveling to different parts of the state promoting his ideas on housing, juvenile justice and the environment.
