Earlier this week, the governor had asked the state attorney general to pursue charges against Hacienda for violating state laws regarding the proper care of "vulnerable adults".

Regulators have questioned whether the closure, despite the scandal, was in the best interest of patients. "Everyone's first priority should be protecting their health and safety".

Among the improvements at the facility are "enhanced security", new security cameras and officers, and retraining for staff members on abuse and neglect protocols.

We don't know about these officials, but if we had a family member at that facility we'd feel MUCH safer if they were placed somewhere else.

Hacienda will also have to employ an on-site evaluator to make sure necessary changes have been met.

Hacienda Healthcare came under fire when an incapacitated patient was raped and impregnated by a nurse.

On Wednesday, however, Courtney Heiser with Benchmark released a statement to FOX 10, saying the company failed to reach an agreement with Hacienda at the end of the week last week, and state officials had ordered the facility to outline, in detail, their plan to comply with all issued directives no later than the end of the week.

Meeting a Friday afternoon deadline, Hacienda agreed to give the Arizona Department of Health Services licensing authority over the Intermediate Care Facility for the Intellectually Disabled unit.

The alleged victim, who CNN is not naming because police are investigating the case as a sexual assault, had been at the long-term-care facility since 1992.

The Arizona Department of Economic Security said in a statement that it encourages Hacienda to "work with the State to find a path forward", local media reported.

A prosecutor is investigating after a 29-year-old incapacitated woman gave birth on December 29.

A former nurse at the facility, Nathan Sutherland, has been arrested in connection with the sexual assault.

Hacienda has struggled to meet the state's request to hire a third-party management team to oversee daily operations.

In a statement, Hacienda HealthCare said its board of directors "has come to understand that it is simply not sustainable to continue to operate our Intermediate Care Facility for the Intellectually Disabled", NBC News/Associated Press reported.

Though many were pleased with the decision to close the immediate care facility on Thursday, others were not as thrilled.

The facility serves infants, children and young adults with intellectual or developmental disabilities who require a high level of medical care.

It would take weeks or months to transition all of them to other places.
