A panel would then determine how much money that player would make for the 2019 season, choosing between the team's offer and the player's salary request.

The Red Sox rarely let it get to that point but we saw past year a case where they were forced to go to arbitration with a star player. His almost $10 million jump is the highest arbitration raise ever received by a position player.
