De Blasio has a plan

De Blasio apparently anticipates that the "pay-what-you-want" option will yield some payment, and its not clear, from the numbers cited in Tuesday's press conference, that the city has considered what might happen if all 600,000 uninsured New Yorkers fail to pay anything for services rendered.

"Health care isn't just a right in theory, it must be a right in practice, and we're doing that here in this city", the Democratic mayor told MSNBC's "Morning Joe".

The plan will provide health care to the almost 600,000 New Yorkers now using the ER as a primary provider, according to de Blasio.

New York City Mayor Bill de Blasio on Tuesday announced plans to launch "the largest, most comprehensive plan in the nation" to guarantee health care coverage for all city residents, including those in the country illegally.

It would also provide direct city spending, about $100 million per year when fully implemented, on those without insurance, including undocumented immigrants, who already can receive care at the emergency rooms of city-run hospitals. The program is available to anyone who does not have an affordable insurance option, de Blasio said.

"We'll put the money in to make it work; it's going to save us money down the line", he added. Part of the idea NYC Care, aides to the mayor said, was to ease that burden while providing better health care to New Yorkers.

It will also guarantee health care access to those ineligible for insurance, including illegal immigrants who live in NY.

De Blasio said it will be paid for through the public health care system and he believes it will ultimately save money by preventing trips to the emergency room. "And we're doing that here in this city".

'If we don't help people get the health care, we're going to pay plenty on the back-end when people get really sick, ' he said.

When asked why New Yorkers should pay for the health care of undocumented immigrants or young invincibles, De Blasio said they already pay plenty when the community isn't healthy.

Besides primary care, NYC Care will include maternity care, mental health care and other health services. "We want them to have primary care, we want them to have specialty care", De Blasio crowed in a press release, according to local media.
