"We will participate in any process which is consistent with the policy we have for Afghanistan".

Maintaining that India supports "Afghan-led" reconciliation process, the MEA spokesperson said, "India supports all efforts at peace and reconciliation in Afghanistan that will preserve unity and plurality, and bring security, stability and prosperity to the country".

Moscow on Friday hosted global talks on Afghanistan aimed at kickstarting direct negotiations between Kabul and the Taliban militant group, both of whom sent delegations, AFP reported.

However, on a question on whether the Indian representatives, TCA Raghavan and Amar Sinha, would be talking to the Taliban agents, Kumar expressed surprise that some media reports had suggested this. Russian Federation is hosting the talks for peace in Afghanistan and has invited several countries including India, the US, Pakistan and China.

"Taliban political envoys will attend the meeting but the participation does not mean they will hold talks with anyone". While Mr. Sinha was ambassador to Kabul (2013-2016), Mr. Raghavan has held senior posts in the Ministry of External Affairs dealing with Afghanistan and Pakistan and was High Commissioner to Islamabad (2013-2015) and is now the Director General of the government-run Indian Council of World Affairs (ICWA) think-tank based in Delhi.

This is the first time that a Taliban delegation is taking part in such high-level global meeting, Russian foreign ministry spokeswoman Maria Zakharova said Thursday.

The first round of the Moscow format was held on April 14 previous year, when India was represented by Mittal, along with deputy foreign ministers and senior officials from Afghanistan, China, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, Turkmenistan and Uzbekistan.

According to the Russian foreign ministry, the main issue on the agenda is the coordination of regional efforts to assist the process of national reconciliation, in the interest of restoring peace in Afghanistan.

"Concerned with unabated violence, the (two) sides resolved to work through the Moscow Format, SCO (Shanghai Cooperation Organisation) Contact Group on Afghanistan, and all other recognised formats for an early resolution to the conflict in Afghanistan", the statement said. "This is a meeting to debate the current situation in Afghanistan", Taliban spokesman Zabihullah Mujahid said.

"On his last trip to the region in October, Special Representative Khalilzad called on the Afghan Government and the Taliban to organise authoritative negotiating teams, and has been encouraged to see that both parties are taking steps in that direction", the State Department said in a statement.

The Afghan foreign ministry has emphasised that the council does not represent the Afghan government at the meeting, however.

It is believed that the Afghan government backed out of the September 4 meeting under United States pressure.
