Cuba to withdraw thousands of doctors from Brazil after Bolsonaro snub

Brazil's far-right President-elect Jair Bolsonaro has repeatedly criticised the'More Doctors programme

"We have put the following conditions on the previous administration's Cuban doctors programme Mais Médicos: the doctors must now pass a proficiency test, their salaries will go entirely to the individuals and not to the Cuban government and they may now bring their families along if they are hired".

Rousseff's leftist government began welcoming Cuban medical professionals five years ago under a programme which, at first, proved to be a huge success for communities who had never before had such easy access to healthcare.

"We made continuity of the More Doctors program conditional on a capacity test, [payment of] full salary to Cuban professionals, most of which is now going to the dictatorship, and the freedom to bring their families".

In addition to years of accusations of running a slavery operation, countries participating in the Cuban doctor exchanges have lamented the insufficient training the doctors receive at Cuban medical schools.

After winning the presidential election, Bolsonaro announced a number of measures he later took back.

The program has been underway since August 2013, and since then almost 20,000 Cuban doctors have treated 113.5 million Brazilians, according to the ministry.

Cuba said Wednesday that it is ending a program that sent thousands of government doctors to underserved regions of Brazil in exchange for hundreds of millions in badly needed hard currency.

"The announced modifications impose unacceptable conditions and violate the guarantees agreed since the beginning of the Program", said an official statement from Cuba's Ministry of Public Health.

"It's not acceptable to question the dignity, professionalism and altruism of Cubans who, with the support of their families, provide services in 67 countries", the Cuban health ministry said in a statement.

Consequently, in the light of this unfortunate reality, the Ministry of Public Health of Cuba has made a decision to discontinue its participation in the Program More Doctors and has informed so to the Director of the Pan-American Health Organization and the political leaders of Brazil who founded and defended this initiative.

The decision to bring into question the dignity, professionalism and altruism of Cuban cooperation workers who, with the support of their families, are now offering their services in 67 countries is unacceptable. Cuba's government also continues to make ongoing investments in the field of medical research as part of the funding of a national health system which is entirely public and considered by many to be one of the best in the world. Their feats in the struggle against the Ebola virus in Africa, blindness in Latin America and the Caribbean and cholera in Haiti as well as the participation of 26 brigades of the International Contingent of Doctors Specialized in Disaster Situations and Great Epidemics "Henry Reeve" in Pakistan, Indonesia, Mexico, Ecuador, Peru, Chile and Venezuela, among other countries, are worthy of praise. "Unfortunately, Cuba did not accept our offer", Bolsonaro tweeted.
