Theresa May to address European Union leaders in Brexit play's next act

The warning came as Mrs May appealed for loyalty from her ministers, telling them to "stand together and stand firm" to deliver Brexit.

President Macron is seen as a key figure in the negotiations whose outspoken criticism of Britain's Brexit vote led to the Prime Minister's proposals being rebuffed at an earlier summit in Salzburg last month.

A day before heading to Brussels for a summit, May is keen to show she has her cabinet's support after facing pressure from some members of her Conservative Party and the European Union to change tack on Brexit, Britain's biggest policy shift in more than 40 years.

Loiseau said "everything is on the table" and France had set up the mechanisms to pass emergency legislation to deal with the chaos expected in the event of "no deal".

"At the moment it looks more hard", Merkel said, adding "we'll just have to keep negotiating".

Barnier has said the EU is open to a deal in which the entire United Kingdom - not just Northern Ireland - would remain within the Customs Union, eliminating the need for any border checks.

The outline of the idea was presented by the EU's chief negotiator, Michel Barnier, to member states in Luxembourg.

She repeated it would be "unacceptable" for Northern Ireland to remain in the EU's customs union, while Great Britain leaves it, to prevent a hard border.

Both sides are now focusing on another summit in November, with the hope that differences can be squared at a further meeting before Christmas.

In particular, she needed to be able to guarantee the public that any backstop was a "temporary solution" and without the "backstop to a backstop" arrangement being proposed by the European Union as the only viable solution as the clock ticks down to the March 29 deadline, when Britain is set to leave the EU.

But Labour said the continued lack of agreement by the Cabinet proved that May was "in office but not in power".

"Cabinet also agreed that we must be able to ensure that we can not be kept in the backstop arrangement indefinitely". "For a breakthrough to take place besides goodwill we need new facts", he said.

"We will take this time, calmly and seriously, to find this global agreement in the next weeks", he said.

Business Insider reported last week that Leadsom, Mordaunt and Work and Pensions Secretary Esther McVey were all prepared to quit Cabinet if the prime minister did not change her plans for the Brexit backstop.

"The reality is that I don't believe people are going to resort to violence because of the outcome of Brexit".

If there isn't any viable proposal by Theresa May to come today, chances are European leaders will be convinced that there isn't enough time to reach a common ground by November and that effectively kicks the can down the road to December instead.

Defence Secretary Gavin Williamson told Sky News the sit-down was "very good", but declined to comment when asked if there were any resignations.

But May's room for compromise is restricted by divisions within her Conservative Party, and by her reliance on Northern Ireland's Democratic Unionist Party, which opposes any compromise on the border.
