Russian President Vladimir Putin on Thursday thanked Turkey for its efforts in the northwestern Idlib province of Syria.

President Vladimir Putin said on Thursday that Islamic State militants had seized almost 700 hostages in part of Syria controlled by USA -backed forces and had executed some of them and promised to kill more.

"We have no concept of a preemptive strike", Putin told a forum of worldwide experts in the southern city of Sochi in response to a question from the audience.

Last week the terrorist group attacked a refugee camp in Syria's Deir-al Zor province and kidnapped some 130 families which included USA and European nationals.

Vladimir Putin, the Russian president, has said that Wednesday's mass school shooting in Crimea was the result of "globalisation" and the continuation of an American trend.

Putin said: "Islamic State terrorists have delivered ultimatums and made certain demands, threatening to shoot ten people every day".

The leader said the situation in Syria remains hard, especially in the east of Euphrates, where USA and European Union citizens were among 700 people taken hostage by Daesh.

He added that ISIS was expanding its control in territory controlled by US and USA -backed forces in Syria.

However, the United States has cast doubt on Russia's claim that IS took any hostages on 13 October.

"We are also unaware of any USA nationals located in that camp", Robertson added.
