Within seconds, the second train, the 13006 Amritsar-Howrah Express, caught those who had jumped on the second track to save them.

Clothes were strewn and there was blood around the narrow railway lane on the outskirts of Amritsar where the accident occurred.

Another witness said the victims did not realise that a train was coming because the fireworks were too loud.

Earlier it was reported that the organisers had acquired a no-objection certificate from the police, but they did not pay any attention to the municipal authorities' consent. Senior Divisional Security Commissioner (Railways), Firozpur Division, S Sudharkar told PTI, "Train services have resumed on the affected rail track (Joda Phatak)".

Punjab Chief Minister Amarinder Singh who arrived in Amritsar on Saturday at the accident spot 16 hours after the tragedy, has announced Rs 5 lakh compensation each to the kin of the deceased immediately after the incident.

India's huge railway network is notorious for accidents, including scores who die while crossing the tracks illegally or falling off over-capacity trains.

Railway officials were also gathering information from the railway linemen posted along the tracks near the Jora Phatak area who failed to inform the DMU driver regarding the presence of over 700 people on the railway tracks who were watching the burning of the Ravan and other effigies during Dusshera celebrations.

The accident happened near Jodha Pathak area of Amritsar on Friday evening. The locals had started protesting on Saturday, raising slogans against the Amarinder Singh-led Congress government and demanding action against the train's driver, a day after the unfortunate incident here.

Prime Minister Narendra Modi and Home Minister Rajnath Singh have also promised all possible assistance.

The railway administration has said that it was not informed about the Dussehra celebration on that location.

Although Dussehra celebrations were not held on this plot last year, it has been used to celebrate Dussehra for nearly 10 years, said Jeet Singh Bhatia, a corporator whose ward is located next to the ground. A large number of people moved towards the railway tracks as per the instructions.

He alleged that Sidhu's wife Navjot Kaur was exclusively answerable for the accident as she was the chief guest at the Dussehra function and responsible for holding such a big event sans security and safety measures.

The local government has describing the incident as tragic and ordered an inquiry into the accident. Madaan had widely advertised the event organised by the Dussehra Committee (East) with pictures of Sidhu and his wife on the posters.

"The state will remain in mourning today in view of Amritsar train mishap".
