Treasury targets North Korean-run IT companies with sanctions

An individual from North Korea and a Chinese company are also hit by sanctions.

As reports Reuters, citing the U.S. Treasury, the sanctions imposed against Chinese companies Yanbian Silverstar Network Technology and the Russian Volasys Silver Star for his support of nuclear and missile programs of North Korea.

Thursday's action particularly targets the revenue earned for the Pyongyang government by North Korean IT workers overseas.

Under a United Nations Security Council resolution adopted in December, UN member states are required to expel North Korean overseas workers within 24 months due to their contribution to the regime's nuclear weapons and ballistic missile programs.

Washington has also accused Russian Federation of violating United Nations sanctions on North Korea by granting work permits to North Korean laborers despite Russia's denial of any such actions.

It also said Pyongyang continues to defy global sanctions through a "massive increase" in illicit ship-to-ship transfers of refined petroleum products.

The Trump administration has kept up sanctions pressure on the North, despite the historic summit between President Donald Trump and Kim in June that dialed down nuclear tensions between the adversaries.

The report, submitted to the Security Council's North Korea sanctions committee last month, said Pyongyang had not stopped its nuclear and missile programs and was violating United Nations sanctions on exports.

Haley and other diplomats claim that Russian Federation pressured the independent monitors to amend the report.

The U.S. said that the companies targeted are also linked to the organizations involved in North's weapons program.

"This is a risky precedent and a stain on the important work of the panel", Haley said, calling for the initial version of the report - dating from early August - to be published.

The dispute between Russian Federation and the United States as well as Western and other Security Council members has delayed the official release of the six-month report by the expert panel monitoring sanctions against North Korea. "The full implementation of U.N. Security Council resolutions remains mandatory for all member states - including Russian Federation".

Although virtually all North Koreans lack access to the internet, the US says that IT is not only a source of revenue for its authoritarian government but used by the North for theft and intimidation.
