EU, U.K. fail to resolve border row as Brexit deadline looms

The French President said those who pushed the country towards Brexit on the basis it would "bring a lot of money home" are "liars".

May held one-on-one talks on Thursday with Irish Prime Minister Leo Varadkar, who had earlier told the BBC: "I don't think we're any closer to a withdrawal agreement than we were in March".

However both sides still want a broad-brush description of the relationship, to avoid a so-called "blind Brexit" without a good idea of how trade and borders will work after the transition.

An EU official said: "Things did not happen as we expected". "We are ready for that eventuality, should it occur".

In response, May said Britain was preparing to leave the bloc without an agreement on the terms of its departure unless there is a proposal it deems acceptable.

The "backstop" Brussels is proposing would keep Northern Ireland under EU economic oversight if London and the EU can not agree on a trade deal to keep borders between the United Kingdom and European bloc open after the transition period that ends in 2020.

The political turmoil has sparked growing calls in Britain for a re-run of the 2016 Brexit vote - calls echoed by both the Maltese and Czech leaders in Salzburg.

For Ireland, it's important not to undermine the hard-won peace after decades of sectarian tensions in neighboring Northern Ireland.

"What we want to avoid is any new barriers to the movement of goods, any new barriers to trade, any new barriers to the movement of people", Varadkar said.

The Alpine summit began with a warning from EU Council President Donald Tusk that Britain's offer on post-Brexit trade ties and Ireland - the two sticking points in the talks - must be "reworked".

Tusk and other European Union officials emphasized the clock on reaching a compromise is ticking, citing a hard deadline of October 17-18, when the next formal European Union summit is scheduled in Brussels.

Maltese Prime Minister Joseph Muscat said there is "almost unanimous" support among European Union leaders for Britain to hold a second vote. He said that while there were "positive elements" in May's Chequers plan, a deal that puts the single market at risk can not be accepted.

One EU diplomat told AFP that leaders in Salzburg wanted to give May something to take back home, ahead of a meeting of her fractious Conservative party next month. We will see whether an agreement is in reach at that moment based on a subjective evaluation which I will be submitting in reporting to the European leaders on the state of negotiations'.

May said her Chequers proposal on a future customs and trade arrangement would maintain "frictionless trade" with the bloc, and that it was "the only credible and negotiable plan on the table that delivers no hard border in Northern Ireland and also delivers on the vote of the British people".

"I understand referencce has been made to the integrity of the Single Market".

She reiterated that Britain was prepared for a no-deal Brexit. He wants a major breakthrough there, but also said a special Brexit summit could still be set up in mid-November. Everybody shared the view that while there are positive elements in the Chequers proposal, the suggested framework for economic cooperation will not work.

And, possibly for that domestic audience, she told the European Union leaders that although time was short, "delaying or extending these negotiations is not an option" and rule out the option of a second referendum on Britain's European Union membership.
