It could be a good way for Rodney Terry and staff to recruit since the staff can give highly-regarded prospects the opportunity to have significant playing time, while pitching the idea to recruits that they could stand out in a mid-major conference like C-USA and could get National Basketball Association draft recognition, all with the security of having their spot on the team if it doesn't work out.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated.

NBA and USA Basketball officials were caught off guard by the NCAA announcement regarding prospects who are seeking to play professional basketball, reports ESPN.com's Adrian Wojnarowski. There would not be a financial relationship between the student-athlete and the agent.

The three organizations did meet to discuss possible rule changes, but the NBA and USA Basketball were under the impression that there was no concrete resolution as of yet.

Dan Gavitt, the NCAA's vice president of of men's basketball, said USA Basketball and the NBA were involved early on with the NCAA as the parties worked through the process.

Last month, Commissioner Adam Silver said that the league will likely amend its age-eligibility rule.

Universities are required to report athletics-related income from outside sources.

Gen. Martin Dempsey, the chairman of USA Basketball said, "USA Basketball has been working with the NBA, NBPA and NCAA since April to make sure we all do the right things for our young basketball athletes".

"My opinion is that we spend so much time talking about 10 guys [who could go from high school to the NBA] whereas Division I college basketball has 4,000 or 5,000 players and we spend so much time on the phrase that is so catchy, 'one-and-done, ' that it's the headline of almost every college basketball article".

Enforcement: The NCAA is revamping its procedures for investigating and ruling on big cases that involve rules violations. The NCAA will also add public members to its Board of Governors. "We're not in a position to try to say who gets an agent and who does not'".

"We remain committed to promoting fairness in college sports and creating an environment that will champion the success of student-athletes", the NCAA said in a statement.
