Two Koreas plan third summit of Kim, Moon next month

Donald Trump’s national security adviser John Bolton says North Korea not taking steps towards denuclearization

No date was given for the forthcoming summit, which was announced after talks at the border between the two states.

A trip by the President Moon to the North's capital would be the first such visit for more than a decade, as the diplomatic thaw on the peninsula builds.

Officials from both sides meeting in the truce village of Panmunjom, in the demilitarized zone (DMZ) that separates the two Koreas, reached an agreement on a September summit between the countries' leaders in the North's capital of Pyongyang.

South Korean President Kim Dae-jung met Kim Jong Un's father and predecessor, Kim Jong Il, in Pyongyang in 2000 for the first inter-Korean summit.

The summit meeting, if held, will mark the third of its kind between South Korean President Moon Jae-in and North Korean leader Kim Jong-un following their face-to-face meetings in April and May.

Pyongyang has urged Washington to ease economic punishments, but the US says that can't happen until the North completely denuclearizes.

"We explained that we need to help North Korea-US talks progress quickly and that there needs to be an establishment of dynamic where the inter-Korean relationship and the North Korea-US relationship improves in cycles", he said.

Cho, the chief of the South Korean delegation, said the two sides also "talked a lot" about worldwide sanctions meant to punish the North for its development of nuclear weapons, but he didn't elaborate.

Pyongyang saw a second inter-Korean summit in 2007, when Roh Moo-hyun also met Kim Jong Il.

It wasn't clear why Ri and Cho differed on the issue of the date, and Cho wouldn't answer a specific question about the discrepancy. He earlier told the South Korean delegation in opening remarks that the Koreas were like very close friends with an unbreakable bond.

Cho said it was important that the two Koreas keep "the same mind".

'Many issues will be raised (at the meeting), but I think any problem can be resolved with that mindset, ' Cho added. The North said it was making efforts to disarm, but Cho said there were no new details on those efforts.

"We also reviewed the implementation situations of the Panmunjom Declaration and held consultations in a honest manner on matters related to its more active enforcement", they added, referring to the agreement reached at the historic April summit.

"The September summit can be viewed as North Korea's strategy to find a breakthrough in its stalled talks with the United States", said analyst Go Myong-hyun from the Asan Institute of Policy Studies.

But although Trump touted his summit with Kim as a historic breakthrough, the nuclear-armed North has since criticised Washington for its "gangster-like" demands of complete, verifiable and irreversible disarmament.

But Harry Harris, the U.S. ambassador to South Korea, said Monday it was too soon for such a declaration, Yonhap reported.
