Boris Johnson was reacting to news of an incident outside the Houses of Parliament where a number of pedestrians were injured as a auto crashed into security barriers.

Scotland Yard said: "At 7.37am today, a auto was in collision with barriers outside the Houses of Parliament".

Police say the driver, a 29-year-old United Kingdom national, was arrested on suspicion of preparing a terrorist act.

His plot was foiled thanks to a team of counter-terror police who arrested him in Parliament Square.

Police say the silver Fiesta, which was privately owned, had travelled from Birmingham to London late on Monday night.

The Metropolitan Police said: "At 7.37am Tuesday August 14, a vehicle was in collision with barriers outside the Houses of Parliament".

Government officials were to hold a meeting of the COBRA emergency committee at 2:00 p.m.

He confirmed that he not been formally identified, but on the basis of the information known so far, "we don't believe this person is known to either MI5 or counter terrorism police".

Parliament has been a target for attacks several times over the years, and security has grown progressively tighter.

"A number of people were injured", added police.

Later images showed police holding the driver, dressed in jeans and a black puffer jacket, in handcuffs as roads around parliament were sealed off.

A man in his 20s has been arrested.

"Given that this appears to be a deliberate attack, the method and this being an iconic site, we are treating it as a terrorist incident", said Basu. I saw the vehicle in the barrier, I didn't know how it got there.

US President Donald Trump commented Tuesday on a suspected terror attack in London, urging tough action against the "crazy animals responsible".

"Another terrorist attack in London.These animals are insane and must be dealt with through toughness and strength!" he wrote. "I saw the auto in the barrier, I didn't know how it got there".

"It's a very serious incident", bystander Jason Williams told reporters, adding that the attack looked "deliberate".

Scotland Yard is treating the collision as a "terrorist incident".

The force said: "At 7.37am today, Tuesday, August 14, a vehicle was in collision with barriers outside the Houses of Parliament".

The man collided with a number of cyclists and pedestrians before impacting the barrier.

Officers are attempting to identify the suspect and what his motivations are for driving the vehicle into crowds of people in Westminster.

"There is no intelligence at this time of further dangers to Londoners or the rest of the UK", Basu said. Parliament is not now in session.

BBC employee Barry Williams told the broadcaster: "The vehicle went onto the wrong side of the road to where cyclists were waiting at lights and ploughed into them.Then it swerved back across the road and accelerated as fast as possible and hit the barrier at full pelt".

The London Ambulance Service said they had treated a man and a woman at the scene and taken them to hospital.

The police force says it is keeping an open mind about the incident.

London's Metropolitan Police said Tuesday that a man was arrested on suspicion of terrorism after he allegedly drove through a group of pedestrians and then rammed a gate outside the Houses of Parliament.

He is in custody.
