Korean President Pledges 'Bold Step' with N. Korea's Kim in Ending War

The comments came as Moon led the celebration commemorating the 73rd anniversary of South Korea's independence from Japanese rule. "The reconnection of railroads and roads is the beginning of mutual prosperity on the Korean Peninsula".

"Economic cooperation can really take off when peace is established on the Korean Peninsula, along with its complete denuclearization".

The September meeting will mark the third time the two sides have meet since President Trump's summit with Kim Jong Un back in June of this year.

He said he hoped for speedy progress in talks between the United States and North Korea, with steps by Pyongyang to abandon its nuclear programmes matched by "corresponding comprehensive measures" from Washington. North Korea wants concessions tied to incremental progress.

The U.S. State Department said on Tuesday that no official meetings are planned between the U.S. and North Korea, but that informal talks continue.

"Conversations with the government of North Korea are becoming a far more normal matter".

President Moon did not explain how he would get past the sanctions to proceed with the railway project.

More South Koreans view the Kim Jong Un regime in a positive light following increased diplomacy and summits at Panmunjom - but they are less likely to look forward to unification, according to two independently conducted surveys.

The pair, alongside other North Korean officials, feasted on filet mignon, corn puree, and homemade vanilla ice cream, and later went on to meet Donald Trump and other administration officials at the White House. But North Korea has called for early sanctions relief and there is concern that China and Russian Federation are already easing economic pressure on the North, in violation of the sanctions. The summit will be in Pyongyang, though the exact date has not been announced.

Moon held out the promise that restored economic ties could generate $149 billion for North Korea over 30 years. Almost 9,000 more jobs in the North could be created by restarting the Kumgang mountain tourism project, that ended in 2008 after a visitor was shot by a North Korean soldier.

Moon and Kim agreed at a summit in April to work towards formally ending the Korean War, suspended by an armistice agreement in 1953, by the end of the year.

North Korea is known to want a peace deal ending the 1950 Korean War, and the USA is seen as resistant to the idea.

The Kaesong complex was shut down in February 2016 by a former conservative government in response to North Korea's fourth nuclear test a month earlier.

The KBS poll also showed 55 percent of South Korean respondents were optimistic about resolving the North Korean nuclear issue, up from 45 percent in 2017.
