Tuesday's signing of a declaration on European Union-NATO cooperation is part of a plan to address those issues. But Trump's more aggressive approach on the issue has some anxious that he will focus on defense spending at the expense of other discussions.

The White House is already telegraphing success for this week's summit and sounding an optimistic tone about the member countries' ability to work together.

"There is a communication problem there", he said, adding that the controversial moves could have the adverse effect of making it hard for European leaders to legislate to increase their defense budgets.

Asked if May should remain in power, Trump said "that's up to the people".

The president has lashed out at countries that fall short.

But he also acknowledged that Trump is right on spending, saying "dear Europe, spend more on your defence, because everyone respects an ally that is well-prepared and equipped".
