Trial starts of technology which aims to catch drivers on the phone

The technology detects when a phone is being used to make calls and cannot distinguish between drivers and passengers

Norfolk County Council's Road Safety team have been working in partnership with Westcotec, a vehicle sign technology company, to develop the and deploy the new mobile phone detection system for use on the county's roads.

Road signs that know when a mobile phone is being used in a moving vehicle are being installed in Norfolk, in a bid to tackle usage behind the wheel. Though the signs won't record any footage, meaning no fines will be issued based on the data they collect, the data will be shared with police to arrange possible crackdowns in the future in the areas where cellphone use is most prevalent.

It can't tell whether the driver or a passenger is using the phone, but authorities hope it will give drivers a reminder of safety concerns. A study in 2016 found that nearly a third of motorists admitted to making phone calls, sending texts, posting on social media...

Holding a phone while driving was outlawed in the United Kingdom in 2003 but 23% of people admitted to taking a call in last year's RAC Report on Motoring.

The signs have been set up in four locations around Norfolk and will be moved to new sites in a month.

Margaret Dewsbury, chairman of Norfolk County Council's communities committee, said: "Using a mobile phone whilst driving is an enormous distraction and apart from being illegal puts the lives of the driver, passengers and pedestrians at risk".

"Hopefully, as time goes on it will become as socially unacceptable as drink driving".

The authority says the equipment can detect the kind of signal a phone is picking up and whether it is being used through a Bluetooth system or through the handset.

In 2016, figures from the Department for Transport showed that drivers using mobile phones were involved in accidents which killed the equivalent of one person every 10 days in 2016.

Jonathan Chapman, inspector of the Norfolk Roads Policing Unit said: "We will be using the information to help us target drivers in the future but the message is simple - leave your phone alone whilst you're behind the wheel".

"Whilst this is still not a ideal science, the new generation of sign is significantly more accurate and reliable than the first".
