Johnson quit Monday with an incendiary letter accusing May of killing "the Brexit dream" and flying "white flags" of surrender in negotiations with the European Union.

Under Conservative Party rules, a confidence vote in a leader can be triggered if 15 percent of Conservative lawmakers - now 48 - write a letter requesting one.

A handful of lawmakers who want a clean break from the European Union said privately they had submitted letters calling for a vote of confidence in May, though hadn't met the threshold of 48 needed to trigger such a ballot.

If Mrs May holds on as leader and manages to rally her troops behind the Brexit plan agreed by the Cabinet at Chequers last week, she still faces the tough challenge of winning the European Union over to her proposals.

The newly appointed foreign secretary was previously the longest-serving health secretary in history and is seen as a stable figure in May's government, maintaining a "studious loyalty to the prime minister throughout her current difficulties", The Independent says.

Asked Tuesday whether May should be replaced as prime minister, Trump said it was "up to the people, not up to me".

Under her proposal, a treaty would be signed committing the UK to "continued harmonisation" with EU rules - avoiding friction at the UK-EU border, including Northern Ireland.

Mr Johnson left the foreign secretary's official residence at Carlton Gardens, central London, late in the evening, accompanied by his wife Marina Wheeler, and without speaking to waiting reporters.

The controversy didn't stop Mr Johnson from publicly slamming the government's Brexit approach again months later.

In her reply, Mrs May told him: "I do not agree with your characterisation of the policy we agreed on at Cabinet on Friday".

In a meeting with her party late Monday, Mrs May raised the prospect that failure to back her could see the collapse of her government and give the left-wing opposition Labour party a route into power.

The aim of the Chequers away day had been to agree the United Kingdom position - after two years of discussion - but the resignations have put a question mark over that.
