Theresa May Defeats Rebellion in Parliament over Brexit Plans

But May won a key vote in parliament on Tuesday with a compromise on plans to give lawmakers a "meaningful" vote later this year on the terms of Britain's exit from the EU.

The current "meaningful vote" offered by the Government allows MPs to accept or reject the Brexit deal, but the proposed change would see MPs take control of the negotiation aims.

Tuesday's Commons debate marked the start of the government's attempts to undo most of the changes to its EU Withdrawal Bill that were put forward by the House of Lords. "It enables parliament to dictate to government its course of action in an global negotiation".

Theresa May must stand by assurances she gave to Conservative MPs to halt their rebellion over the European Union withdrawal bill or the Lords may bring a new amendment for rebels to back, leading members of the group have said. How does parliament have a say in those circumstances?

After winning Tuesday's vote on changes to a future "meaningful vote" on a final agreement with Brussels in her European Union withdrawal bill, May's plans to end more than 40 years of membership in the bloc were still on track.

Hours before the debate began, a justice minister resigned in protest at what he called its "wish to limit" the role of parliament in shaping Brexit.

Details of precisely what this will involve could emerge in the coming days when the EU Withdrawal bill is due to return to the House of Lords.

"We have not, and will not, agree to the House of Commons binding the government's hands in the negotiations".

Crucially, ministers have conceded that if MPs vote down the Withdrawal Agreement with Brussels, that will not result in the United Kingdom crashing out of the European Union with no deal - a scenario that few MPs would countenance because of the significant economic damage it would entail.

"A meaningful vote is not the ability to reverse the decision of the referendum", Brexit Secretary David Davis told BBC radio. After losing her party's majority in parliament at an ill-judged election past year, she now relies on the support of a small Northern Irish party and the distance between victory and defeat is narrow. If she fails to deliver on her promises, she will lose their goodwill and face a backlash she won't be able to contain, people familiar with the matter said. "There could be a confidence motion [in the prime minister] or an early general election".

Grieve's proposal also suggested if no deal was reached by February 15, the government would be required to allow the House of Commons to set the terms of the deal.

Asked about what had been promised, Mr Buckland, the solicitor general, said the government remained "open-minded" but he would not "blithely" commit to any changes until he had had those conversations.

The Government made a series of late concessions to backbench MPs who were minded to rebel behind closed doors, meaning the true nature of what has been agreed is not yet clear.

Dismissing the Government's compromise, she tweeted: "Merely issuing a statement in response would make it a meaningless final vote".

This came after a last-minute resignation by the justice minister Dr Phillip Lee, who said he could no longer look his children in the eye and vote to support the government.
