These people are the Seraphites, a cult which has been established after the outbreak we've played through in the original The Last of Us, and which is hunting down Ellie for some reasons. However, the gameplay exclusively focused on controlling Joel, who, in the plot, had the task to bring Ellie cross the post-apocalyptic United States.

The Last of Us Part II is now in development. In fact, Joel only shows up in the latter part of the video.

The footage started with Ellie and the rest of her friends enjoying themselves in a small dance hall. So, it is likely that a very dark memory of Joel's loss is what will turn Ellie into this killing machine.

The Last of Us Part II is the highly anticipated sequel to 2013's The Last of Us. Joel asks Ellie, "What are you doing, kiddo?" He went on to tease players a bit, noting that The Last of Us Part II may end up including a similar storytelling mechanic. Ellie's anger could be fueled by a story where she learns Joel did something really bad in the past. Clearly, these kinds of things aren't Ellie's cup of tea because she was just watching at one corner. After all, a rage motivated by betrayal always makes up for a good storyline. That's a great question that nobody from Naughty Dog has answered with absolute certainty up until this point.

It's possible that Naughty Dog is hiding something, anyway.
