San Luis Obispo County would be at the heart of a new California if a controversial plan to split the Golden State into three jurisdictions were to pass during the November election. According to the secretary of state's site, the measure needed 365,880 signatures and had gathered 419,462 valid signatures by Tuesday.

Northern California: This would include the Bay Area and the 31 remaining counties north of Sacramento.

Fresno, Imperial, Inyo, Kern, Kings, Madera, Mono, Orange, Riverside, San Bernardino, San Diego, and Tulare counties.

The state got closest to dividing itself in 1859, when the state legislature and voters overwhelmingly approved a new "Territory of Colorado" to split southern California from the north.

State officials say eligible ballot measures will become qualified on the 131st day prior to the next statewide general election. If passed, the measure would still need congressional approval to move forward. With its 55 electors in the Electoral College, California has always been a stronghold for the Democratic Party.

Cal 3 sees this as an advantage: "Electoral College votes will be divided among the new states based on population, roughly the same as they are apportioned today, but with the additional recognition that comes with more direct and proportional influence over the Electoral College totals".

A nascent opposition campaign already is sounding the more practical alarms about splitting California into three states.

Joe Rodota, a political consultant and founder of intelligence services company Forward Observer, described the ballot to CBS as "a waste of time", and one that makes some issues unnecessarily complicated.

It got more than the required number of signatures in Tuesday's primary.

California's 168-year run of being a single-state could come to an end this November. President Donald Trump's victory in 2016 led to a ballot movement to have California secede from the U.S. That effort failed to gain enough signatures last year but was started again this year, CNBC reported. Another group proposes the creation of another state called New California, comprising mostly inland counties, over grievances of high-state taxes, regulation and single party politics.
