In a tweet this morning, he said, "I am incredibly sad to have had to announce my resignation as a minister in Her Majesty's Government so that I can better speak up for my constituents and country over how Brexit is now being delivered".

Lee's resignation Tuesday comes ahead of a crucial 48 hours for the government as it battles to hold off a series of potential rebellions to remove 15 amendments laid by peers in the House of Lords created to strengthen parliament's hand in the negotiations. On Wednesday, it will debate an amendment instructing the government to negotiate a customs union with the EU.

A UK Conservative MP has resigned as justice minister in protest at Prime Minister Theresa May's Brexit policy.

May, who lost her party's majority at an ill-judged election previous year, made a last-ditch appeal to lawmakers on Monday and Davis sent a letter making the same case - vote against the government and risk tying Britain's hands in the Brexit talks.

"This isn't about narrow party politics", she told BBC Radio 4's Today programme.

The most important is the Lords' plan to give Parliament a meaningful vote on the final Brexit deal.

It is not clear whether that will win over potential rebels.

"We are asking members of parliament to abide by the referendum result, our manifesto commitment and to back our country", Andrew Bridgen, Conservative lawmaker and Brexit campaigner, told Reuters. The government said it would not support that amendment.

May did not immediately address Lee's resignation.

Passing the withdrawal bill would be a "turning point" in the Brexit process, he told the BBC's Sunday Politics, as it would be the basis for a "smooth transition" after the United Kingdom leaves.

MPs are preparing for a two-day debate on the legislation to leave the EU.

Starmer's call comes as lawmakers are bracing for a fierce parliamentary debate over Britain's European Union divorce bill. She now relies on the support of a small Northern Irish party.

Despite depending on the votes of the 10 DUP MPs for her precarious Commons majority, there were signs of cautious optimism among ministers that they would get the numbers to see off the revolt.
