Under the new rules, the Federal Trade Commission will be the agency to handle complaints about broadband privacy and unfair or deceptive business practices by ISPs. A big, sudden shift would piss off a lot of people, including politicians, and perhaps bolster the ongoing effort to get net neutrality back.

A group representing major cable companies and TV networks said Monday that "despite a new round of outlandish claims and doomsday predictions from groups dedicated to stoking political controversy, consumers will be able to see for themselves that their internet service will keep working as always has and will keep getting better".

"Poll after poll after poll after poll shows large majorities of Republican voters in opposition to the FCC's repeal", Karr pointed out.

The new order permits ISPs to throttle, block, or be paid to prioritize certain sites or content, as long as they disclose that they are doing so.

"That is not the open internet we know today and rely on to consume and create". In 2015, the FCC approved a set of regulations on ISPs. Opponents say this gives Internet providers the power to block competitors and new technologies.

The FTC would theoretically file lawsuits against ISPs that make net neutrality promises and then break them. "The internet is coming for net neutrality", said Greer.
