At least one person has been found dead and 18 others were rescued, authorities said.

The wooden ferry did not have a manifest, so officials were relying on reports from families with missing relatives to calculate the number of people believed to be on board the boat, which was reportedly operating illegally.

Sobbing mother Suwarni pleaded for news of her son and his fiancé, both believed to have been on board.

However, North Sumatra province police chief Paulus Waterpa, said it's possible numerous victims were still inside the sunken ferry.

Suwarni, whose 20-year-old son and his girlfriend were on the ferry, slammed the search and rescue operation as slow and insufficient.

"I'm so disappointed - there's no progress here".

"We have the coordinates from when it sank, but we need to verify it", said Budiawan, head of the National Search and Rescue Agency (Basarnas) in Medan. Or, due to the bad weather at the time, they may have been reluctant to leave the ferry by jumping in the 1,145 square kilometres-sized lake.

It was not clear if any foreigners were aboard the ferry or what had caused the disaster.

Eighteen survivors were picked up soon after the overcrowded ferry sank early Monday evening, as the wind picked up and waters turned rough on the lake.

Traditional vessels - like the one in the Lake Toba disaster - are rarely equipped with enough life preservers and their condition can be dire.

Enforcement of safety standards also tends to be weak.

"He was inside the ferry when the ship sank and could not get out, the ferry quickly capsized".
