MI5 chief - Not aware outside influence determined outcome of Brexit vote

Andrew Parker Director General of MI5 will launch a scathing verbal assault on Russia during a speech in Berlin when he addresses European security chiefs

Parker, in the first public speech by an MI5 head delivered overseas, said that Britain wanted "a cordial relationship" with the Russian government but it needed to live up to its global obligations.

MI5 chief Andrew Parker will warn of twin threats from Islamic State and Russian Federation, in a landmark speech to European security chiefs in Berlin, where he will also stress the importance of post-Brexit security ties.

The need "to shine a light through the fog of lies, half-truths and obfuscation that pours out of their propaganda machine" was set out in his remarks, the first ever made outside Britain by a serving head of MI5.

He said the Kremlin was using its spies and military to carry out "flagrant breaches of global rules".

In a speech in Berlin on Monday, he told European intelligence agencies how Russian Federation had come up with at least 30 different explanations for the poisoning of former spy Sergei Skripal and his daughter, Yulia, in Salisbury in March.

He also emphasised that cooperation with European Union partners was essential to guard against the threats from Islamist militants and Russian Federation.

Andrew Parker said recent aggressive actions directed by the Kremlin were unacceptable.

Mr Parker also said 12 terror plots have been thwarted in the United Kingdom since March previous year, taking the total number of disrupted attacks in the United Kingdom to 25 since 2013.

His daughter Yulia, 33, and a British police officer injured in the attack have both been discharged from hospital, while an investigation to identify the culprits is under way.

Novichok is a military-grade nerve agent developed by Russian Federation from the 1970s onward - however the country's president Vladimir Putin has warned that it could be produced in up to 20 countries.

Moscow denied any involvement in the first known use of an offensive nerve agent on European soil since World War Two, though the attack sparked the biggest Western expulsion of Russian diplomats since the height of the Cold War.

The event is Berlin is being hosted by Germany's BfV domestic intelligence service.

"Bare-faced lying seems to be the default mode, coupled with ridicule of critics", Parker said.

The MI5 chief also said that the Russian occupation and annexation of Ukraine's Crimea Peninsula can not be acceptable and neither is meddling in Western elections.
