Grenfell Report Calls For Radical Changes To Building Regulations

ANALYSISMay 17 2018 5:00pm The Times Banning Grenfell cladding won’t fix the rotten construction industry Sean O’Neill

But her decision not to advise a ban on combustible cladding or insulation for high-rise buildings drew immediate condemnation from a wide range of critics including the opposition Labour Party.

He added: "Having listened carefully to concerns, the government will consult on banning the use of combustible materials in cladding systems on high-rise residential buildings".

Dame Judith Hackitt's report was labelled a "whitewash" and a "total betrayal" by campaigners and MPs when it emerged outlawing flammable cladding, blamed by many for the spread of the fire, was not among her more than 50 recommendations.

But she said an outright ban on cladding would not work.

On Thursday, Dame Judith Hackitt, the senior engineer responsible for reviewing the building regulations in the wake of the Grenfell fire, will publish her final report.

Her report mentioned that ignorance led a "race to the underside" in constructing security practises which prioritised cost-cutting over security.

"There's something seriously wrong with the regulatory system", she said during an interview on BBC Radio 4.

Nearly 300 other high-rise buildings were subsequently found to have unsafe cladding and the government said on Wednesday that it will provide £400m to replace it on 158 social housing buildings.

"I simply fail to see how it is deemed appropriate for any combustible material to be used on any tower block in this country".

He said he was "establishing at pace what further action can be done by the government or by the council to speed up this process". No cladding ban? report is very, very weak.

And Lord Porter, Local Government Association chairman, said it was "disappointing" that the review stopped short of recommending a ban on combustible materials.

Desktop studies are a method of assessment used if a developer wishes to follow plans similar to a setup which has already been fire-tested.

"The report is so important to us", he said.

"She died, frankly, because the state failed her", he said.

"I have tried to fix the system, irrespective of what the next problem might be, not just the problem with cladding", she said.

The Royal Institute of British Architects (Riba) last month told the Government that it was concerned the review will not deliver the key changes it says are needed to protect the public.

Survivors of the Grenfell Tower fire will still be living in emergency accommodation 12 months after the tragedy, the government has confirmed.
