United Nations warns against letting Syria crisis 'spiral' out of control

Russian ambassador Vasily Nebenzya talks before a vote during a Security Council meeting

Russian Federation and the United States have tangled at the United Nations over the use of chemical weapons in Syria as Washington and its allies considered whether to strike at President Bashar al-Assad's forces over a suspected poison gas attack.

"I ordered the United States armed forces to launch precision strikes on targets associated with the chemical weapon capabilities of Syrian dictator of Bashar al-Assad", US President Donald Trump said late Friday at the White House.

Russian Federation on Tuesday vetoed a US-drafted Security Council resolution on an investigation mechanism for chemical weapons use in Syria.

Moscow opposes any Western strike on its close ally Assad and has vetoed Security Council action on Syria 12 times since the conflict started.

The meeting was expected to go over military options and see Mr Trump make a decision on the type of response to the reported chemical weapons attack last Saturday in Douma.

Washington's behavior in light of the situation in Syria and the threats against the country are "not worthy" of a permanent member of the UN Security Council, Russia's envoy to UN, Vassily Nebenzia said.

French Prime Minister Edouard Philippe said Tuesday in Paris that allies of the Syrian regime bore "particular responsibility" for a recent suspected chemical attack that has sparked global outrage.

The second document is a resolution that supports the deployment of the mission from Organization for Prohibition of Chemical Weapons (OPCW) to Douma to conduct the investigation.

Symbolic as the debate was, its ferocity underscored the bitter divisions within the Security Council over whether Syria's government had carried out a suspected chemical attack in the Damascus suburb of Douma on April 7, and whether the three Western allies were justified in using force without a clear legal mandate. And Ambassador Haley denies the Trump administration is acting impulsively.

Russian Federation tabled a second draft resolution for vote on Tuesday for an investigation by the Organization for the Prohibition of Chemical Weapons (OPCW), the watchdog of the Chemical Weapons Convention, into the chemical attack allegations.

UN Secretary-General Antonio Guterres, who delayed a trip to Saudi Arabia to deal with the Syria crisis, said he had asked special envoy Staffan de Mistura to return to NY as soon as possible to chart a way forward.

Thank you to France and the United Kingdom for their wisdom and the power of their fine Military. Any plan by Washington and its allies to take military action was likely to be on hold until then, the source said.

"Never said when an attack on Syria would take place".

"The perpetrators are named before any investigation, and apparently they are to be punished", Nebenzia said.

On Monday, the Republican leader promised that the "heinous attack on innocent Syrians with banned chemical weapons" would be "met forcefully".

Delattre, the French ambassador, added that the destruction of Syria's chemical program has to happen in a "verifiable and irreversible" way.

Assad's government and Russian Federation have said there was no evidence a gas attack had taken place and that the claim was bogus.

The National has learned that prior to the White House meeting, U.S. military leaders met late on Wednesday at the Pentagon and finalised a package of strikes options for the USA president but that none of these options would debilitate the Assad regime airpower.
