Speaking at a meeting with Baltic leaders, Mr Trump raged at Mexico for allowing 1,500 demonstrators from Central America, including many escaping violence in Honduras, to walk towards the USA border.

Trump inveighed against the group, against what he perceived as Mexico's failure to stop them, and against what he sees as weak United States immigration policy that has led to such migration.

Trump has been seething since realizing the major spending bill he signed last month barely funds the wall he has promised supporters.

The Trump Administration is crafting legislation to make it harder for refugees to gain asylum in the U.S. and to extend the periods of time that authorities can hold families and unaccompanied children at the border.

Mr. Trump, who has been stewing publicly for days about what he characterizes as lax immigration laws and the potential for an influx of Central American migrants to stream into the United States, said he had been discussing with Jim Mattis, the secretary of defense, about resorting to military deployments.

Trump did not offer more details, but the move appears to have been at least partly motivated by a caravan of over 1,000 Central American migrants heading toward the USA border.

"So I told Mexico, and I respect what they did, I said, 'Look, your laws are very powerful, your laws are very strong.' We have very bad laws for our border and we are going to be doing some things, I've been speaking with General Mattis, we're going to do some things militarily".

Trump said other countries are laughing at the USA immigration laws, which he said "are so weak and so pathetic" that the migrants would be allowed to enter.

The $1.3 trillion package included $1.6 billion for border wall spending - a fraction of the $25 billion Trump made a last-minute push to secure.

Congressional lawmakers have blocked funding for Trump's wall, saying it is unnecessary and likely to be ineffective.

Among the new measures the administration is pursuing: ending special safeguards that prevent the immediate deportation of children arrested at the border and travelling alone.

Trump continued the threats on Tuesday.

Trump is also appearing to question the integrity of the Justice Department in his Tweet by putting quotation marks around the word "Justice" in referring to the department. He also called for a renewed push for immigration restrictions that would make it more hard to apply for protection in the United States.
