What could Europe offer Trump to escape tariffs?

This week's developments are the latest installment in a continuing controversy for the White House involving Daniels, and a distraction from Trump's attempted rollout of tariffs on steel and aluminum imports.

Robert Zoellick, who served as US trade representative under President George W. Bush, told the Brussels conference that the Geneva-based WTO risks being shaken by Trump's decision to base the steel and aluminum import levies on national-security considerations. At a speech before the signing, he said Canada and Mexico were exempted from the levies, and other countries may be given exemptions. The top European Union trade official Cecilia Malmstroem insisted the entire bloc "should be excluded" from the tariffs as a "close ally", vowing to "seek more clarity" from Washington.

"We are friends. We are allies".

The administration clarified this week that Canada, where the US gets most of its steel, would be exempt, as would Mexico. Chief Cabinet Secretary Yoshihide Suga told a news conference that Japan's steel and aluminium shipments posed no threat to United States national security. The EU intends to hit a range of US goods with punitive tariffs in retaliation should the bloc face the USA import taxes.

Brussels has reminded Trump that tit-for-tat trade measures deepened the Great Depression in the 1930s and in the 2000s cost thousands of U.S. jobs when Washington imposed tariffs on European steel.

Teri Schultz, reporting for NPR from Brussels, says Malmstroem expects more details from U.S. Trade Representative Robert Lighthizer on Saturday.

NPR's Philip Reeve tells Morning Edition that Brazil is gravely concerned about the US tariffs, saying they will hurt trade relations and that the South American country has not ruled out sourcing its coal from elsewhere.

The exemptions for Canada and Mexico could be ended if talks to renegotiate NAFTA stall, the White House said.

Philip Levy, a former trade adviser in President George W. Bush's administration, said the flaw in Trump basing his tariffs on national security was that military allies could ask to be excluded, undermining the president's stated objective of protecting domestic steel and aluminum mill jobs.
