Stephon Clark's family, attorney addresses media; echoes call for justice

After Clark was shot, police waited almost six minutes for backup before administering CPR.

In the immediate aftermath of shootings, officers often share what they experienced with their colleagues, said Jim Bueermann, president of the Police Foundation, which helps departments improve and reform. When officers did approach Clark's body, he was laying face down on the ground.

The March 11 crash killed all five passengers after they could not get out of the helicopter.

On the video, it's apparent that the officers shot Clark in less than 10 seconds of making contact with him.

The Tallahassee attorney has represented families in other controversial police shooting cases, including the families of Trayvon Martin, Michael Brown and Tamir Rice.

Chief Hahn, who was at the meeting to read an official SPD statement, and answer questions, said those elements of the incident are now under investigation.

Crump also noted that shortly after that, police muted their body cameras.

Black Lives Sacramento leader Tanya Faison also spoke out at this week's city council meeting.

"There's a void in many agency policies, and I would be surprised if they were not soon filled in response to the Sacramento incident around the muting", Bueermann said.

"I know the City Manager doesn't have the power to convict, but he does have the power to fire", Ms. Faison said. "Gun, gun, gun!" the officers said as gunshots rang out. He called it an "execution" of a man who "chose nonviolence" and was found with only a cellphone and not the handgun police thought he was aiming in their direction. The home where the shooting occurred was that of his grandparents, with whom he'd been staying.

Clark's grandmother Sequita Thompson, in whose back yard Clark was fatally shot, asked why police did not shoot Clark in the arm or leg, or instead use dogs or a stun gun to subdue him.

Through a family spokesman, Clark's family declined an interview.

"He was a great dad", he recalled of Clark, the father of sons ages 1 and 3.

The Rev. Al Sharpton, the prominent political activist, has pledged his support for Clark's family and said he would be in California to help them fight for justice, according to a statement from his organization.

But season ticket holder Barbara Mitchell, who is black, told the newspaper she was "appalled by what happened to the young man". The tragedy has only amplified the national call for police accountability to the communities they serve.

Sacramento NAACP President Betty Williams has vowed to "stand guard to (ensure) there is a just outcome for all parties involved". "No more "I feared for my life" as a an excuse to justify killing people", Faison said.

"We should see bullets from different positions based on your narrative and if we don't see those then we can conclude that you fired at a different time", Crump said. "While we respect the role of (SPD) in our community, these shootings have angered, frustrated and frightened people in our community. Please give us justice!"

The shooting is being investigated in conjunction with the Sacramento County District Attorney's Office, the Sacramento City Attorney's Office and the City's Office of Public Safety Accountability.

The officers were placed on administrative leave and reportedly have each received death threats.
