There was no immediate comment to Reedie's remarks by Russian Federation, which has repeatedly denied systemic doping.

Reedie also said that the doping scandal surrounding Russian sport had "exposed weaknesses in the global anti-doping program", and added that the global community needed to unite forces to eradicate cheating in sport.

In his first comments on sports matters since winning a fourth term in Sunday's election, Putin said the government would continue to "defend the sporting honor of our country and its clean athletes, [and] stand up for sport without politics or double standards".

Four letters sent to Russian Federation by WADA in recent weeks have gone unanswered, and "it seems our offer has fallen on deaf ears", WADA president Craig Reedie said on Wednesday.

Giving WADA access to samples sealed in storage by Russian Federation is a key point to re-accrediting the national anti-doping agency, known as RUSADA. "We have assumed responsibility over young athletes and the fight for their future is our task as well".

The new head of RUSADA, Yury Ganus, told journalists at the symposium that Russian Federation needed to "change its culture" about doping but he was not ready to comment on the McLaren report.

"We're doing our best, but it's a question for state officials and it's a question of negotiation".

"We are now on the territory, where RUSADA had been never represented and athletes see that now each of them is available to RUSADA", Ganus said.

"When 28 of our athletes were cleared, the decision was made by an independent court, it was a meaningful judicial process involving witnesses, our athletes, experts and testimonies provided by McLaren and [whistleblower Grigory] Rodchenkov", said Kolobkov.

"If they demand that we recognise the McLaren report, it means there is no evidence and demands are taking the place of real evidence".
