Hit-and-run confrontation caught on camera in Miami

A screen shot from a bystander's video obtained by a Miami TV station shows two men attempting to stop the vehicle of an alleged hit-and-run driver trying to leave the scene early Sunday

Police said Lagutenko appeared to be under the influence of drugs when he was stopped.

The incident happened on Biscayne Boulevard and Northeast 36th Street. He then starts bashing in the windows of the auto, starting at the driver's side and working his way around the entire vehicle.

As the driver of an Infiniti SUV tried to leave the scene of a crash, other drivers attempted to pull him from his vehicle then wreaked havoc on the SUV itself.

The video shows several witnesses getting out of their cars to physically stop the driver from leaving the scene of the crash before authorities arrived.

Lagutenko then, police said, put his SUV in reverse and fled once again. He went on to drive in the wrong direction and crashed into two other vehicles. The cause of the crash is now unknown.

A man pulled out a sledgehammer and began to break the windows of the driver's vehicle.

One man tries to open the passenger-side door of the auto, but breaks off the handle.

"That is insane. You have a crash, you stop", said witness Anthony Jimenez, who drove by after the incident took place.

In the video, one man screams "don't move", but the driver refuses to heed his words and attempts to run. He attempts to flee the scene of the crash several times but each attempt is blocked by witnesses in the area. The police said the man was found and taken into custody. They say there were no injuries to any of the drivers involved.

But the driver would not pull over, so the cop backed off because of the Miami PD's no-chase policy for non-violent crimes.
