Haley slams Russian Federation over spy poisoning in Britain

Permission for the U.K.to open a general consulate in St. Petersburg, Russia, would be revoked and the British Council, a cultural and educational organization, would have to cease activities, the ministry said.

They remain in critical condition in hospital.

Russian Federation also said it was halting the activities of the British Council, Britain's global organisation for cultural relations and educational opportunities, across the country.

"Twenty three diplomatic staff at the British embassy in Moscow are declared persona non grata and to be expelled within a week", the foreign ministry said in a statement after summoning the British ambassador Laurie Bristow.

"But we will always do what is necessary to defend ourselves, our allies, and our values against an attack of this sort, which is an attack not only on the United Kingdom, but upon the global rules-based system, on which all countries, all countries including Russian Federation, depend for their safety and security".

In comments to reporters after he left the Foreign Ministry, Bristow said the crisis had arisen because of "the attempted murder of two people using a chemical weapon developed in Russian Federation and not declared by Russian Federation".

A Russian lawmaker warned Britain against escalating the crisis.

"New Zealand fully supports the sovereign right of the United Kingdom to take the action it considers appropriate in response to this violation of worldwide law on its territory, " Ms Ardern and Mr Peters said.

London's Metropolitan police counter-terrorism command has said there is no suggestion that Glushkov's death is connected to the poisoning attack, but that they are investigating because "of associations Mr Glushkov is believed to have had".

Russia has now denied that any program under the name Novichok ever existed, despite the evidence presented two decades ago by the Russian scientist Vil Mirzayanov, who revealed its existence after becoming concerned it violated Russia's commitments to the Chemical Weapons Convention.

Britain, the United States, Germany and France jointly called on Russian Federation on Thursday to explain the attack.

The broadcaster also suggested Britain's secret service may have had a role in the case, given that the poisoning occurred "very close to the British military centre of Porton Down, which was carrying out research into" the nerve agent used. Britain has sought support from allies in the European Union and North Atlantic Treaty Organisation, including the United States.

Nikolai Glushkov, 68, who was an associate of late tycoon Boris Berezovsky, was found dead on Monday.

Russia's Investigative Committee said it had launched its own criminal proceedings in connection with the "attempted murder of a Russian citizen, Yulia Skripal" in Salisbury and the "murder" of Glushkov in London.

Kremlin spokesman Dmitry Peskov said that the accusations against Russian Federation are groundless.
