May had been expected to shake up her cabinet by appointing more women and ethnic minorities, but the blunders raised the ire of MPs as any hopes of positive headlines from her first major reshuffle evaporated.

Tuesday's moves were seen as May preparing for a potential successor as Tory leader from the party's next generation, after media reports about senior ministers such as Boris Johnson and David Davis eyeing up the role.

Ex-Work and Pensions Secretary David Gauke took over the roles of Lord Chancellor and Justice Secretary vacated by Mr Lidington.

These triggered the resignation of education secretary Justine Greening and were branded a "lacklustre PR exercise" by Labour.

In a reshuffle that unraveled over the course of several hours and lasted into the night, it became clear that the key takeaway was how little wriggle room May seemed to have to enact change as minister after minister were confirmed in their posts.

The Prime Minister sacked a number of middle-ranking white, male ministers - including an MP at the centre of a sex-toy storm - and promoted younger MPs to ministerial roles.

The big victor of the shake-up was former Justice Secretary David Lidington, who replaced Damian Green as Minister for the Cabinet Office, but was not awarded the title of First Secretary of State enjoyed by his predecessor.

In a letter to the prime minister, Brokenshire said he had a small lesion on the lung which required surgery.

May thanked him for his service and replied that it was "absolutely right that you should put your health first".

According to The Sun's Tom Newton Dunn, Hunt was supposed to move to the Business, Energy and Industrial Strategy brief, but refused.

So too does leader of the house Andrea Leadsom, and recent additions Gavin Williamson (defence) and Penny Mordaunt (international development). Grayling remained transport secretary. The BBC's political editor, Laura Kuenssberg, noted the slow pace of announcements and made an ironic reference to May's widely mocked statement, made after modifying plans for social care during last year's election campaign, that "nothing has changed".

Speaking on the 's Daily Politics, new Conservative deputy chairman James Cleverly said he was not anxious about the hostile newspaper headlines generated by the reshuffle. The original post on Twitter misspelled his new title, minister without portfolio, leaving out the "t" in "portfolio".

McLoughlin was moved out after heavy criticism in private from Conservative MPs for his role in the general election and the prime minister's disastrous party conference speech.
