Russia Refuses to Join Deal Banning Nuclear Weapons

President Donald Trump and his administration worry that the United States military is feeling the effects of years of budget shortfalls and atrophy, and needs a full reboot.

Trump last week agreed to again waive USA nuclear-related sanctions on Iran, but demanded that United States lawmakers and European allies fix the "disastrous flaws" in the deal or face a U.S. exit. But the president warned that the US would pull out in a few months unless "terrible flaws" in the deal are fixed.

If the Iranian nuclear deal is not upheld, "how can we ask North Korea to use the same option" and abandon its nuclear ambitions, asked Lavrov.

Secretary-General Antonio Guterres opened Thursday's meeting warning that the threat from weapons of mass destruction "seems to be gathering force". He suggested the North's outreach to South Korea may be an early effort to "break the ice" after a year of rising tensions as it approached its goal of having a nuclear-tipped missile that could reach the American mainland.

"It also provokes profound disagreements among members of the worldwide community".

Guterres said "global anxieties about nuclear weapons are the highest since the Cold War", and warned of "unimaginable consequences" from "the growing risk of military confrontation".

Russia's foreign minister on Friday described a new USA national defense strategy as "confrontational" after Washington singled out China and Russian Federation as growing threats.

Kazakhstan's president is calling on North Korea to follow his country's path and give up its nuclear ambitions.

"I want to stress that we share the task of building a nuclear-free world, but this aim should be sought not through such unilateral methods on which the Treaty on the Prohibition of Nuclear Weapons is based", Lavrov said.

The UN chief also highlighted the importance of the Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear programme and said that multilateral agreement, which is in the interest of the Iranian people and the worldwide community at large, should be preserved. This was stated by the Secretary of state Rex Tillerson at a press conference following the meeting in Vancouver on the DPRK issue.

The foreign minister again made the argument that killing off the Iran nuclear deal would also compromise any bid to persuade North Korea to scrap its nuclear arsenal.

Haley called Iran "the leading cause of instability in an unstable part of the world".
