Huawei, the Chinese telecom equipment giant and leading smartphone maker, has won a patent infringement lawsuit against Samsung.

But in a letter seen by Reuters, politicians scuppered the deal citing security concerns. Their reason, US lawmakers expressed concerned about potential ties between Huawei and the Chinese government.

Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities).

In 2012, a United States congressional committee said Chinese Huawei and ZTE would be banned from mergers and acquisitions in the USA because the two companies pose a threat to U.S. security.

So this is the start of a long process, but, regardless of how far this piece of proposed legislation gets, it is another clear signal of Washington's increased rejection of ZTE and Huawei, which are two of China's most successful worldwide tech exports.

AT&T was pressured to drop the deal after members of the U.S. Senate and House intelligence committees sent a letter on December 20 to the U.S. Federal Communications Commission (FCC) citing concerns about Huawei's plans to launch consumer products through a major U.S. telecom carrier.

While Huawei has been selling unlocked units of their flagships through online stores in the US, they are yet to carry out sales through major carriers like AT&T - which remains to be a popular choice among Americans when purchasing new handsets. The major USA carrier generally classified the reasons as "political pressure".

Four Republicans have signed on as cosponsors of the new legislation.

Last year, ZTE was hit with a fine of over $1 billion after admitting it had violated U.S. -Iran sanctions by shipping product from the U.S.to Iran and then lying about its actions when pressed by federal investigators.
