A last-ditch battle to avert a looming USA government shutdown moved to the Senate on Friday, where Democrats angered by the collapse of immigration talks have vowed to block a stop-gap funding bill.

Tweeting on Friday morning, Trump said: "Government Funding Bill past [sic] last night in the House of Representatives".

But since Senate Democratic votes are needed to pass a spending bill, the party has leverage and lawmakers are demanding that any legislation allow the dreamers to stay.

The House passed a measure Thursday night, but the effort is running into stiff resistance in the Senate, where Democrats are digging their heels in over immigration and there aren't enough GOP votes.

With mid-term congressional elections looming later this year, Republicans risk being blamed by voters if the government stops functioning over lack of funds.

Huddled negotiations between Senate Majority Leader Mitch McConnell and Senate Democratic leader Chuck Schumer were unsuccessful, and the USA government technically ran out of money at midnight.

The last U.S. shutdown happened in 2013 and lasted for 16 days.

Food inspections, federal law enforcement, airport security checks, and other vital services will continue, as will social security, other federal benefit programmes and military operations.

"Democratic senators' fixation on illegal immigration has already blocked us from making progress on long-term spending talks", McConnell said. It would, though, mean furloughs for some federal employees - including some civilian defense workers.

Spokeswoman Sarah Sanders said the Democrats´ insistence that the interim measure include protection for undocumented immigrants who arrived as children killed the deal. Democrats had argued for an extension of just four or five days to force both sides into serious negotiations on the immigration issue. Trump had hoped that a DACA "fix" would be tied to funding for his much-discussed border wall.
