Bogus missile attack alert leaves uneasy feeling in its wake

While this was a false alarm, it happened again just days later in Japan when the NHK news service sent this alert, saying North Korea fired missiles.

It was 38 minutes between the time the first alert was sent until the second alert was sent, stating that there was no immediate threat and that the first alert was a mistake.

The Honolulu Star Advertiser reported that more than 5,000 911 calls were made after the alert, and around 2,500 callers could not get through, according to Honolulu Police Chief Susan Ballard. Gen. Joe Logan, confirms with U.S. Pacific Command that there was no missile launch.

Although there was no incoming missile and state officials canceled the alert only six minutes later, it took them almost 38 minutes to send a new mobile phone message informing the public that the first notification was issued in error. Hawaii Governor David Ige told CNN that "an employee pushed the wrong button", a seemingly easy screwup to make given the emergency system's flawed design.

She says an alert can not be sent without first consulting the agency's director and the Governor's office. County officials say they would enact the comprehensive emergency management plan that outlines responses to several types of hazards.

Questions are being asked all across the country's communications landscape as regulators, emergency managers and broadcasters attempt to figure out how a false emergency alert was sent out to residences of Hawaii through the IPAWS EAS and WEA systems.

"Repeat. False Alarm." The state said it issued the cancellation after getting authorization from FEMA.

For almost 40 terrifying minutes, many residents of Hawaii thought they were under attack after a false missile alert was sent to phones statewide.

The technology is used by Emergency Management Agencies nationwide.

Flinn says once an alert message is prepared, the system software provides another safeguard.
